An Industry-Wide Initiative

As we evaluate Capital Project Delivery performance over the past several decades, there are many issues to be discussed. These include, minimal to no productivity advancements, cost, and schedule overruns, operability/maintenance issues as well as “Brain Drain” and Resignation realities. One of the root causes and eventual results of these issues is rooted in an industry-wide lack of recognition and respect of everyone’s role in Quality.

Many believe that a Quality Assurance / Quality Control (QA/QC) program is what defines Quality for capital projects. This Declaration sees this differently. Quality needs to be ingrained in every step of the project delivery process. Responsible parties for every project deliverable, need to understand what constitutes quality and also the risk in focusing totally on time or money spent. 

We believe that the following constitutes a meaningful commitment to the improvement of overall quality within capital project delivery:

  1. Quality is the responsibility of the entity executing the work
  2. Quality is defined by the end-user needs/expectations
  3. Quality needs to be defined/communicated to all parties through an owner-driven process
  4. Quality Assurance / Quality Control is important but is only part of the overall Quality improvement initiative
  5. A clear definition of quality requirements for all aspects of the work is mandatory before the start of any project activity
  6. Start every meeting with a Safety and a Quality Moment
